SENSAR Development took part in Forbes Development, a forum held under the theme “New Economic Geography”. The event became a platform for discussing the future of Ukrainian cities, the real estate market, and the investment climate.

The conference focused on three key questions: where people will live, where capital will move, and where development will be possible under new economic conditions. The event brought together developers, investors, architects, representatives of the state, and local authorities to discuss the future of Ukrainian cities and the real estate market.

Mark Marchenko, Founder and CEO of SENSAR Development, was invited to join the first panel discussion, “Building in a New Way. Solutions That Can Unlock Urban Development”. The discussion also featured Olena Shuliak, Member of Parliament of Ukraine and Chair of the Verkhovna Rada Committee on State Building, Local Governance, Regional Development and Urban Planning; Yevhen Favorov, Head of the Ukrainian Association of Developers; and Dmytro Struk, representative of Creator Bud. The panel was moderated by Volodymyr Fedorin, Founder of Forbes Ukraine.

During the panel, participants discussed solutions that can unlock the  development of Ukrainian cities. They spoke about the readiness of Ukrainian cities for changes taking place in the country and in the real estate market, as well as the ability of communities to attract new investment. The discussion also outlined the challenges the industry faces in 2026. Special attention was given to how developers have adapted to the new reality, changes in state regulation, and new market requirements.

During the discussion, Mark Marchenko emphasized the importance of local authorities in territorial development and in creating conditions for attracting investment:

“Today, a great deal depends on mayors and local authorities. There are cities that are ready for innovation and a European format of development. And there are cities where you come with a modern infrastructure project, a strong natural brand, and a vision for a new quality of life — yet face absurd restrictions and manual rules.”

Among the key solutions that, according to the panel participants, can give new momentum to the development of cities and the development industry in the near future are stable financing for the eOselia state mortgage program and the eVidnovlennia housing recovery program, infrastructure development, especially in small cities, further digitalization of urban planning procedures, and the creation of conditions for Ukrainians to return home.

Industry experts also shared their experience and analytics, including:

• Ihor Raikov, founder of Kyiv School of Development and “Community — Developer of the New Generation”.
• Oleksandr Novytskyi, Head of DIAM.
• Yevhen Favorov, Head of the Ukrainian Association of Developers.
• Rostyslav Melnyk, Founder of RIEL.
• Dmytro Vasyliev, Founder and CEO of the architectural bureau Archimatika.
